Shine 2021 - Light Up The North

SHINE Emerging Artist Programme

SHINE is led by Light Up The North (LUTN) a network of light festivals across the North of England.

For 2026, a group of LUTN festivals will work together to commission two new artworks. These works will tour to multiple festivals, giving artists the opportunity to create new light art and present their work to large and diverse audiences across the region.

SHINE is designed to support artists to:

  • Develop their creative practice
  • Create work at a larger scale
  • Gain experience of working in outdoor festival contexts
  • Build their profile within the light art sector

The Opportunity

We will commission two artists or collectives to create new light-based artworks.

Commission fee: up to £15,000 (to cover all artist fees and fabrication costs)
Touring costs: Covered separately up to £2,500 (to attend up to 4 festivals)
Additional support: Production, mentoring and training

Selected artists will receive:

    • A full induction into the programme
    • Ongoing mentoring from experienced festival producers
    • Support with production, technical delivery and touring
    • Guidance on budgeting, sustainability and working in public space
    • Profiling through festival marketing and PR

Who is this opportunity for? (Emerging Artists)

SHINE is aimed at artists in the early stages of developing their practice and profile.

We define an emerging artist as someone who may:

  • Be in the early years of presenting work publicly
  • Have not yet received a commission of this scale
  • Be developing their practice and ready to take on a more ambitious project
  • Be transitioning into working with light as a primary medium
  • Be experimenting with light within a broader practice

You do not need extensive experience in light art specifically. We are interested in strong ideas, creative potential, and your readiness to develop work with support.

We particularly welcome applications from artists currently underrepresented in the light art sector, including people of colour and artists who identify as d/Deaf, disabled or neurodivergent.

What are we looking for

We are looking for ambitious, engaging and high-quality ideas that use light creatively.

Your proposal should:
    • Use light as a central element of the work
    • Be suitable for outdoor presentation in winter
    • Be durable and tourable across multiple locations
    • Consider how audiences will experience the work
    • Demonstrate awareness of environmental sustainability
We are especially interested in work that:
    • Creates a strong visual presence in public space
    • Encourages interaction or participation
    • Engages a wide audience, including families
    • Has potential for reuse or future life beyond SHINE

Your artwork will need to be:

    • Outdoor-ready: suitable for winter conditions in the UK
    • Robust: able to withstand weather, transport and multiple installations
    • Tourable: adaptable across different festival locations
    • Ambitious: mid to large-scale, with strong visual impact

You should also consider:

    • Installation and de-rig requirements
    • Power and technical needs
    • Environmental impact and sustainability

What makes a strong application?
We’re particularly interested in proposals that:

    • Clearly communicate a strong and original idea
    • Show consideration of audience experience from the outset
    • Are ambitious but realistic within the budget and timeframe
    • Demonstrate awareness of sustainability and responsible production
    • Show how this opportunity will support your development as an artist

Festival partners

Commissioned artworks will tour to a number of LUTN festivals which may include:

    • Lightpool (Blackpool) – 21-31 October
    • Light Night Leeds – 28-29 October
    • Light Up Lancaster – 5-7 November
    • Barnsley Bright Nights – 20-21 November
    • Light Night Wigan – 19-21 November
    • Lightwaves (Salford) – dates tbc
    • Illuminate Oldham – dates tbc

Each festival offers different settings – from urban centres to parks and waterfronts – so adaptability is important.

How we assess applications

Applications will be assessed by a panel of LUTN partners.

We will consider:
    • Artistic quality – strength of idea and creative approach
    • Audience experience – how people will engage with the work
    • Feasibility – ability to deliver within budget and timeframe
    • Project management – planning, materials and durability
    • Sustainability – environmental thinking in design and delivery
Things to consider:
    • What is the core idea behind your work?
    • Who is it for, and how will they engage with it?
    • How will it work in an outdoor public space?
    • Is it achievable within the available budget?
    • How will you approach sustainability?
    • If you are planning to use AI please state that within your application and include where and how you plan to use it.

Terms and Conditions - Summary

By applying, you agree that:

    • Your project can be delivered within the SHINE timeline
    • You will attend induction and key meetings where required
    • You will hold appropriate Public Liability Insurance (£10 million minimum)
    • You will provide content for marketing and evaluation

How many festivals will my work be shown at

Each commissioned artwork will typically tour to three festivals across the Light Up The North network.

This will be confirmed during the development process.
Festival selection depends on a range of factors, including:

  •  Technical and logistical considerations

We will work with you to identify the most suitable festivals for your piece.

Locations vary across the network and may include:

  • City centres
  • Parks and green spaces
  •  Waterfronts and industrial settings

You should consider what kind of setting would best suit your work, but flexibility is important.

We know this can feel unclear, so don’t worry if you’re unsure. You might be an emerging artist if you:

  • Are in the early stages of developing your practice
  • Haven’t yet received a commission of this scale
  • Are starting to present work publicly or build your profile
  • Are new to working with light, or developing this area of your practice

You don’t need to tick every box—if you feel this opportunity would support your development, we encourage you to apply.

  • New to working with light
  • Experimenting with light within a wider practice
  • Looking to develop their skills in this area

What matters most is the strength of your idea and your willingness to develop it.

Yes—applications from collectives or collaborative teams are welcome.

No, but you must be UK-based.

The £15,000 artist fee should cover:

  • Artist time and fees
  • Materials and fabrication
  • Technical elements
  • Installation and de-rig costs
  • Any additional production expenses

Touring costs are covered separately.

Yes. Please complete and submit the budget template provided as part of your application.
The selection panel needs to understand that your proposal is realistic and achievable within the available budget, so your costs should be clearly thought through and reflect the full scope of the project.

We are not able to increase the budget after selection, so it’s important that your proposal is deliverable within the £15,000 fee.

Each festival will provide basic technical and on-site support, which may include:

  • Access to power
  • Stewarding and security
  • On-site crew support (where appropriate)
  • As part of SHINE, you will also receive:
    • Production guidance from experienced producers
    • Access to a technical mentor to support the development of your work
    • Advice on feasibility, materials and delivery

No.

We don’t expect fully resolved technical plans at application stage. We’re more interested in:

  • Your idea
  • How it might work
  • What support you might need

We will work with you to develop the project in detail if you are selected.

You should have some experience of delivering creative work, but you don’t need to have worked at this scale before.

SHINE is designed to support you in developing your production skills.

Your proposal should clearly explain:

  • Your idea
  • How audiences will experience the work
  • Initial thoughts on scale, materials and location
  • How you might approach delivery

It doesn’t need to be overly technical or polished—clarity is more important.

Your budget should be realistic, clearly structured and carefully considered.
We’re not expecting absolute precision at this stage, but it should demonstrate:

  • A clear understanding of the main cost areas
  • That the project can be delivered within the available budget

We recommend submitting one strong, well-developed proposal rather than multiple ideas.

We are offering a limited number of 1:1 support sessions for artists who would like:

  • Clarification on the application process
  • Guidance on how to approach the proposal
  • Help understanding what the panel is looking for

These sessions are not for detailed feedback on specific ideas, but are designed to help you feel confident in preparing your application.

We are committed to supporting artists’ access needs.

Please include your access rider in your application so we can understand how best to support you throughout the programme.

You will take part in:

  • An induction session

Due to the volume of applications, we may not be able to provide detailed feedback to all applicants. However, we aim to support artists where possible and may offer feedback to shortlisted candidates.
